MEETING MINUTES

November 3, 2014

Attendance

Present were: Judge Gray, Jennifer Ayers, Robert Elion, Charles Greevy, III, John Person, Joseph Rider, Thomas Waffenschmidt, Kevin Way, David Wilk, W. Jeffrey Yates and Ed Mitchell.

Old Business

Day Reporting Center

The County Day Reporting Center is open and in operation. There are presently 31 persons involved in day reporting. It is anticipated it will increase to 60 to 70. Most are persons with a history of parole violations.

Court Calendar

The Court calendar for 2015 has been published and is available on the LLA website. Judicial assignments are the same as 2015. Court terms are similar to 2014.

Access to the Courthouse

There is an increasing problem with unauthorized use of cell phones in courtrooms including taking photographs. As a result, as of January 1, 2015, cell phones will need to be checked at security at the courthouse entrance. Attorneys will be an exception. It is not yet finalized how attorneys will identify themselves in order to be authorized to carry their cell phones.

Publication of Daily Court Schedule

There was a discussion concerning whether the daily court schedule could be published on the LLA website. There are technical difficulties. Kevin Way will communicate with Gary Weber in an effort to determine whether publication is possible.

Domestic Relations

Judge McCoy will continue covering Tioga County on Tuesdays at least until the end of the year. After that, it is anticipated that Judge McCoy will be in Tioga County one day per month. Senior Judge Louise Knight and Senior Judge Robert Sacavage are assisting in Lycoming County when Judge McCoy is in Tioga County.

Adult Probation Officer

Ed McCoy is the new adult probation officer.

New Business

The Power of Attorney statute has been amended. There are significant changes to the Notice page effective 01/01/2015. There are also changes in the procedure and witnessing of signatures by mark.

Pro Bono PFAs

In behalf of legal services, there is a request for additional attorney participation in the PFA pro bono program. There was a discussion about a sense that more PFAs with less justification are being filed. Legal services will communicate with Wise Options.

LLA

The Executive Director is leaving as of November 30, 2014 because she is relocating to Charlotte, NC. A committee appointed by the Law Association President has received applications, conducted interviews and hired Michele Frey, Christian Frey’s wife, to replace Jessica.

LLA President

Robert Cronin, who was anticipated to be the next LLA President, will be enrolled in National Guard active duty from January to March, 2015. As a result, Tammy Weber, who was anticipated to be next in line, will be the nominee for President for 2015. Assuming the approval by the membership at the annual meeting, Robert Cronin will be placed in line to become President in 2016.

Tom Raup Retirement

Tom Raup is retiring. There will be a social event sponsored by Steve Sholder and Mike Wiley at the LLA office on November 25, 2014 from 4 p.m. to 6 p.m.

Judge Muir

There was a premier showing of the Judge Muir film “Malcolm Muir: A Pioneer in the Efficient Administration of Justice” at the Lycoming College Welch Honors Hall on October 20, 2014. The event was sponsored by the LLA and catered by Lycoming College. The event was well attended. The film was well received. The food was excellent.

Next Meeting

The next meeting will be February 2, 2015 at noon in the Law Association Conference Room.
